RECOGNIZING AND DEALING WITH IRRESPONSIBLE BEHAVIOR

Question:
Could you provide some examples of irresponsible coaching at the youth level (U8-U12) of soccer. I recently had a game that had 3 coaches for one team and two coaches for the other team. (Our league allows 4 coaches per team). Constantly throughout the game ALL six coaches would be hollering at the players providing DIRECTIONS on positioning and passing and anything else. The majority of the coaching rarely had any tactical instructions – mostly were the type of “pass now, why did you kick it with your left foot, what are you doing” type of directions. I stopped the game (after listening to them shouting for the majority of the game)and demanded that the coaches let the players play the last 4 minutes with silence from the coaches area. The coaches complied (what a relief!) and the game was ended 4 minutes later. After the game, one coach complained about my demand for silence and said “Where is it written down that I can’t shout instructions to my players?” I did not have a ready response to his question other than I don’t believe the coaching was positive, informative, or in the spirit of the game. I may have come on too strong for the situation, but I was so tired of their screaming at their players, that I felt something needed to be done. Maybe I was right and maybe I was wrong, but for 4 minutes the players played their own game and it was peaceful for the first time that game and everyone on the field had a good time. So, what constitutes irresponsible or inappropriate coaching?

USSF answer (January 18, 2010):
According to Law 5, the referee “takes action against team officials who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surrounds.” By no stretch of the imagination do most, and certainly not many, coaches or other team officials behave irresponsibly.

Here are some examples of irresponsible behavior, based on questions received and answered here or taken from the USSF position paper of March 22, 2006, on Management of Behavior in the Technical Area. These examples were directed by coaches or other team officials at referees, assistant referees, fourth officials, players of the opposing or their own team, and opposing coaches.

1. Screaming at or verbally or physically abusing the officials or any players or other participants for any reason.
• a youth coach “who begins to scream at his players when the game begins and does not stop until long after the game is over. With every touch of the ball by his team he gives (screams) instructions to the players off the ball as well as the player with the ball. With every touch of the ball by the other team he is giving (screaming) specific instructions to each player on his team as fast as he can get them out of his mouth. Much of what he says is negative and all mistakes are pointed out and players are taken to task. He is a physically intimidating person who loves to argue about anything and most area referees just stay as far away from him as they can.”
• ordering a player who has made a mistake to “drop and give me ten” (pushups) right there on the field.
• Speaking insulting words or making offensive gestures
• making unwanted contact with opponents

There is a national trend within the soccer community toward eliminating abuse of young people by any adults. The referee is certainly empowered to ensure responsible behavior by the team officials. The method chosen would be up to the individual referee.

2. Interfering with the game in any way, such as:
• yelling out instructions to do something illegal or giving deceptive instructions.
• when coaches become actively involved in helping their team deceive the opponents, such as saying that player “x” should do this or that and clearly intending something else to occur (as discovered after the restart).
• clearly instructing the players to line up within the required distance and “have the referee move you.”
• instructing his/her team, both on the field and on the bench, to jump up and down, waving their arms, and scream at the top of their lungs.
• giving tactical instructions to other players when invited to enter the field to see to the injury of a player.
• presuming to give the officials instructions on how to make or signal their calls.
• insisting that an opposing player be cautioned or sent off.
• throwing objects in protest
• kicking chairs
• striking advertising boards
• persistently and flagrantly protesting decisions by an official
• interfering with the performance of assistant referee or fourth official duties
• refusing to return to the technical area
• entering the field of play without the permission of the referee

SO, WHAT CAN THE COACH OR OTHER TEAM OFFICIALS DO?

Under the Law, only one person at a time is authorized to convey tactical instructions from the technical area. The coach and other officials must remain within its confines except in special circumstances, for example, a physiotherapist or doctor entering the field of play, with the referee’s permission, to assess an injured player. The coach and other occupants of the technical area must behave in a
responsible manner.

As a practical matter, particularly at the youth level, any POSITIVE coaching is allowed. Whether at the level of the least experienced players (and coaches) or at the highest levels, any case in which the coach behaves irresponsibly will result in the coach being dismissed. (Two examples from among many: ranting at the referee, overt participation in deception of the opposing team.)

A coach has no “right” to anything in the game of soccer, other than the right to conduct him-/herself responsibly during the game — from within the technical or bench area — while offering advice to his/her team’s players. A referee who allows coaches or other team officials to parade around the field or shout abuse at players in the guise of instruction, in contravention of the requirements in Law 5 that coaches behave responsibly and that referees not permit anyone other than players to enter the field, should be ashamed.

WHAT CAN THE REFEREE DO?

Coaches and other team officials are expected to behave responsibly. (See Law 5 and Interpretations of the Laws of the Game and Guidelines for Referees, the only places in the Laws that team officials are mentioned.) The intelligent referee will generally disregard coaching comments, unless they become openly disrespectful of the game and of the referee. The referee’s first line of defense (unless the behavior is REALLY egregious) is to warn the coach who is behaving irresponsibly. This is the equivalent of a caution, but no card is shown. Then, when the behavior persists (as it usually does, because most coaches who behave this way fail to understand that they must change their errant ways), the coach is expelled from the field for failing to behave in a responsible manner. Please note that under the Laws of the Game, no card may be shown; however, showing the card may be a requirement of the rules of the competition.

Unless the matter is particularly grave, the referee would usually wait until the next stoppage. However, if the situation is indeed grave — as any case of abuse would be — then stopping the game and drawing attention to the matter is an excellent tool in and of itself. Proactive steps such as the admonition of the coach will usually prevent players who become disgusted with their coach’s behavior from acting out and thus becoming subject to punishment themselves. It sends a clear message that the referee is serious about the matter. In such cases, the referee would stop play with the ball in the possession of the abusive coach’s team (if possible), advise the coach or other team official that this behavior is irresponsible and must stop if the coach or other team official wishes to remain in the vicinity of the field. If this warning is not effective, then another stoppage and the expulsion of the coach must follow. No cards, please, unless the rules of the competition require them. Also, do not engage in extended discussions when doing this in any circumstances: State the message and leave.

In all events you should prepare a supplemental game report or letter to the league on the matter. You might also suggest in the report or letter that they send someone to monitor a couple of games. The letter could be written in such a way that says perhaps the coach was having a bad day, but it should suggest that it might be beneficial to the children involved if someone from the league dropped in for a game or two just to make sure.

[In the USSF publication “Advice to Referees on the Laws of the Game” we find:

5.10 BEHAVIOR OF COACH AND BENCH PERSONNEL
Coaches or other team officials, one at a time, may provide tactical advice to their players, including positive remarks and encouragement.  The referee should only take action against coaches or other team officials for irresponsible behavior or for actions that bring the game into disrepute. A coach or other team official may not be cautioned or sent off nor shown any card; however, at the discretion of the referee, such persons may be warned regarding their behavior or expelled from the field of play and its immediate area. When a coach or other team official is expelled, the referee must include detailed information about such incidents in the match report.

The maximum numbers of substitutes and substitutions are set by the competition authority and with the agreement of the two teams within the requirements of Law 3. Additional people in the technical area, such as team members who are not named as players or substitutes (for the current game) on the roster or parents or other persons involved with the team, are permitted to be seated with the team in the technical area (or other designated team area) only if this is allowed by the competition authority. Such persons will be considered team officials and are therefore held to the same standards of conduct specified in Law 5 as other team officials. Although team officials cannot commit misconduct or be shown a card, they may be ordered from the field for irresponsible behavior. Full details must be included in the match report.

The “Ask, Tell, Remove” process is recommended for all officials to follow relative to conduct within the technical area:
* Ask
If a situation arises where there is irresponsible behavior, the official (referee, assistant referee, or fourth official) should ASK the person(s) to stop.
* Tell
If there is another occurrence of irresponsible behavior, the official should inform that person that the behavior is not permissible and TELL them (insist) to stop.
* Remove
If the non-accepted actions continue, the referee must REMOVE that person immediately.

These are the recommended steps, but they are not necessary if the behavior and conduct of personnel within the technical area requires immediate dismissal. Remember, where circumstances permit, match officials should use a “gentle escalate” approach so that referee team responses match the nature of the bench behavior. Try to use the least intrusive response that will solve the problem.

SEND-OFF AT HALFTIME UNDER UNLIMITED SUBSTITUTION RULES

Question:
A question has arisen regarding USSF soccer games which specifically use UNLIMITED substitutions.

Background:

FIFA LOTG allow for modifications to the substitution law for youth, all women’s games and veteran’s games. In MA all U19 town travel soccer, most if not all premiere youth soccer, all women’s soccer and all O-30 soccer use Unlimited Substitutions.

In those games, as the referee, I am Not informed of who is starting the game nor who is starting the second half. During the game, at specific times, I will allow awaiting substitutes to replace players on the field, but I never record who enters or who leaves. I do have a roster, that I checked prior to the game, for both teams which provides me a list of players and numbers who are allowed to participate in that game.

Therefore, not knowing who will be asked by their team to start the 2nd half of the game, I always assume that once I blow my whistle to end the first half, and thereby start the half time interval, Everyone is a Substitute.

Question: During the half time interval, I need to dismiss a person on one of the teams who is in uniform and is on the roster for that game. For the start of the second half, I would allow that team to have eleven players on the field, as the person I dismissed, is by my definition, a Substitute.

I can find no place in the USSF position papers, ATR, etc. that differs from my assumption: During the half time interval, all people on the roster are considered Substitutes if the game is using an Unlimited Substitution rule.

USSF answer (January 14, 2010):

This sort of situation is one of the reasons that the Laws of the Game forbid unlimited substitution. In point of fact, the modifications specified by the International F. A. Board permit modifications only for players through Under 16 (not Under 19), women, and “veteran” players, who are defined as over 35 (not Over 30). If the person sent off at halftime was a player at the end of the half — in other words, was on the field as a player and not on the bench in the role of substitute — the team plays short in the second half (or, in extra time, in the next period). If the person sent off was not a player at the end of the half, the team does not play short. If the officiating crew cannot determine that the person was in fact a player at the end of the period, then the team does not play short.

Your basic assumption, that during the halftime break every player/substitute on the team’s roster is considered to be a substitute, is clearly wrong. Every person who is officially a player at the end of the first half remains a player of record until officially substituted. And every referee, no matter in which competition he or she referees, should know what “officially substituted” means, because the process is described in Law 3 and is NOT subject to local rule variations (or a referee’s personal opinion). That includes permission of the referee AND entry onto the field of play. It is the referee’s JOB to know who was and was not a player of record (though this can be tricky in youth play with its standard exceptions to Law 3’s limited substitution rules). It is one of the reasons why we generally recommend knowing who was NOT a player at the end of the first half by identifying those persons in uniform who were on the bench, since this is usually a much smaller number.

This is not covered in the Laws because it would not be a problem in higher-level games. They KNOW who is in the game and who is not, because there is none of the constant shuttling of players in and out of the game that we see in competitions that permit it. We expect the referee and assistant referees (and fourth official, if there is one) to know who was in the game at the end of the half. Those who do not yet exercise due diligence in determining this fact ought to consider doing so.…

INJURY TO THE GOALKEEPER

Question:
If a goalkeeper gets hurt and is treated on the field, is he or she required to leave the field, as would another field player be required to? Does it depend on the league, eg. FLUGSA or the age of the keeper, or is there one set rule for everyone?

USSF answer (January 11, 2010):
The goalkeeper is not required to leave the field following treatment unless his or her medical condition requires much more extensive treatment. In that case, the team must either temporarily exchange a current field player for the goalkeeper (who is temporarily off the field) or substitute for him or her.

You will find your guidance in the Interpretations of the Laws of the Game and Guidelines for Referees, under Law 5. Note in particular the “Exceptions” at the bottom of the ruling, but let common sense and the Law prevail.

Injured players
The referee must adhere to the following procedure when dealing with injured players:
* Play is allowed to continue until the ball is out of play if a player is, in the opinion of the referee, only slightly injured
* Play is stopped if, in the opinion of the referee, a player is seriously injured
* After questioning the injured player, the referee may authorize one, or at most two doctors, to enter the field of play to assess the injury and arrange the player’s safe and swift removal from the field of play
* The stretcher-bearers should enter the field of play with a stretcher at the same time as the doctors to allow the player to be removed as quickly as possible
* The referee must ensure an injured player is safely removed from the field of play
* A player is not allowed to receive treatment on the field of play
* Any player bleeding from a wound must leave the field of play. He may not return until the referee is satisfied that the bleeding has stopped. A player is not permitted to wear clothing with blood on it
* As soon as the referee has authorized the doctors to enter the field of play, the player must leave the field of play, either on a stretcher or on foot. If a player does not comply, he must be cautioned for unsporting behavior
* An injured player may only return to the field of play after the match has restarted
* When the ball is in play, an injured player must re-enter the field of play from the touch line. When the ball is out of play, the injured player may re-enter from any of the boundary lines
* Irrespective of whether the ball is in play or not, only the referee is authorized to allow an injured player to re-enter the field of play
* The referee may give permission for an injured player to return to the field of play if an assistant referee or the fourth official verifies that the player is ready
* If play has not otherwise been stopped for another reason, or if an injury suffered by a player is not the result of a breach of the Laws of the Game, the referee must restart play with a dropped ball from the position of the ball when play was stopped, unless play was stopped inside the goal area, in which case the referee drops the ball on the goal area line parallel to the goal line at the point nearest to where the ball was when play was stopped.
* The referee must allow for the full amount of time lost through injury to be played at the end of each period of play
* Once the referee has decided to issue a card to a player who is injured and has to leave the field of play for treatment, the referee must issue the card before the player leaves the field of play

Exceptions to this ruling are to be made only when:
* a goalkeeper is injured
* a goalkeeper and an outfield player have collided and need immediate attention
* a severe injury has occurred, e.g. swallowed tongue, concussion, broken leg.

Subject: Handling Injuries

Date: October 12, 2007

An incident at the first U.S. Soccer Development Academy Fall Showcase tournament led to extensive discussions regarding the correct referee actions to be taken when a goalkeeper and opponent are injured. The lack of a single clear answer among the many experienced observers gathered there is the reason for this position paper.

Injuries pose numerous difficult decisions for the referee. On the one hand, soccer is a game of continuous action in which stoppages are and should be infrequent. On the other hand, player safety is an obvious matter of concern. Since stopping play may be beneficial for one team, an added issue is the possibility of a player simulating an injury or its degree of severity in an effort to gain that benefit. 

Law 5 establishes several basic principles regarding player injuries:
− If, in the opinion of the referee, the injury is serious, play must be stopped.
− If, in the opinion of the referee, the injury is not serious, treatment of the injury is delayed until play is stopped for some other reason.
− If the referee stops play for an injury, the injured player must leave the field and cannot return until play is restarted and the referee gives permission.

The International Football Association Board (IFAB), in its Additional Instructions and Guidelines (AIG) which accompany the Laws of the Game, has clarified certain issues:
− An injured player may not receive treatment on the field unless the injury is “severe” (immediate medical attention is needed).
− An injured goalkeeper is not required to leave the field and may receive treatment while on the field.
− The refusal of an injured player to leave the field despite being required to do so is a cautionable offense (unsporting behavior).
− The removal of an injured player must be swift but safe.
− The referee may signal permission for medical personnel (including stretcher-bearers) to enter the field to assist in the player’s removal from the field (or to provide emergency first aid).

Referees should keep in mind the following additional guidelines regarding the handling of player injuries:
− A player may seek assistance and treatment off the field during play if given permission by the referee to do so (permission is also needed to return to the field, which may occur during play).
− A player who is injured may leave the field for treatment and return to the field before play resumes if the stoppage was not solely for that player’s injury and if medical personnel were not called onto the field by the referee to aid the player’s removal.
− “Medical personnel” for purposes of these guidelines includes any team official who has responsibility for the player in the absence of available trained medical staff.
− If a goalkeeper is seriously injured as a result of a collision with a teammate or opponent and the teammate or opponent is also injured, all players injured in the collision may be treated on the field and are not required to leave the field.
− A player for whom the referee has requested medical personnel to enter the field at a stoppage is required to leave the field and may return with the referee’s permission only after play has resumed even if the stoppage was not expressly for the injury.

Evaluating and balancing these factors must be done quickly and fairly, with appropriate regard for the age and skill of the players.  In all cases of doubt, the safety of the player must be the referee’s primary concern.

PRESSURE OF THE BALL

Question:
I have sat through the entry level referee clinics several times now and it has seldom been taught by the same guy twice. I do so to give the new referees a chance to meet their assignor and to keep myself in the loop on how they are being taught this year.

One year the instructor said that all balls should be checked by a gauge before the game. This he said was due to differences in construction, ambient temperature, altitude, etc…. The next sighted a ‘rule of thumb’ where you simply push in with two thumbs to get a feel for whether the ball is tight enough. I happen to side with the first of the two, especially knowing the I have some referees that could barely push a ball in at 6 lbs. and others that work in a packing house by day and could easily push in a ball at 18 lbs.

Here in lies my problem. I have a gauge and a back up (as well as one that is on an cordless electric pump that I keep in my bag). All 3 read the balls differently to one degree or another. How do I determine which is right and which one(s) I should throw away?

USSF answer (November 24, 2009):
Different instructors use different methods to make their points. As long as the referee learns that he or she must apply the requirements of Law 2, the Federation and the Law are satisfied.

As to how to judge the suitability of the ball, that is left to the discretion of the referee, based on what is suitable for this particular game.…

REPORT ALL MISCONDUCT!!!

Question:
Is a referee required to include in their game report the red card infractions issued during the game? Can he/she change their ruling after the game is over, and not file the report. I know of this happening in our league. A player is red-carded, removed from play.

The referee, intentionally, does not file the report with this infraction included. The player and team assume the infraction, and a suspension game is served. In this case without notice of disregard.

This allows a referee to disregard at their own will, a call that has been made and affected the current game, as well as future games, with disregard for notice or consideration. Also, seems to reflect their intent of issuing the red card in the first place.

USSF answer (November 24, 2009):
All cautions and dismissals must be reported. There is no excuse for not doing so. Any referee who fails to do this should be reported to the competition and to the state referee authorities.

In addition, considering the gravity of not reporting serious misconduct (a clear violation of the Laws of the Laws of the Game), the referee in such a situation could also be dealt with under the terms of US Soccer Policy 531-10, Misconduct of a Game Official. The policy is contained in the Referee Administrative Handbook, which can be downloaded from the Instructional Materials section of the referee program pages at www.ussoccer.com.…

CARDING COACHES?

Question:
in high school rules, i remember you can card a coach. but in the laws it says i can only card players. several forums and Q&A say you can caution and dismiss a coach. Where in writing can i find this guidance so i can show the league directors?

USSF answer (October 29, 2009):
Under the Laws of the Game, no team official may be cautioned or sent off and shown a card. Team officials may be warned regarding their behavior or expelled from the field and its immediate area for irresponsible behavior. This is stated clearly in Law 5 under powers and duties of the referee:

Powers and Duties
The Referee:
[snipped]
* takes disciplinary action against players guilty of cautionable and sending-off offences. He is not obliged to take this action immediately but must do so when the ball next goes out of play
* takes action against team officials who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surrounds

* provides the appropriate authorities with a match report, which includes information on any disciplinary action taken against players and/or team officials and any other incidents that occurred before, during or after the match

Some competitions make rules that allow coaches or other team officials to be cautioned or sent off and shown the card, but that is counter to the Laws of the Game.…

FOUL WEATHER PLAY

Question:
When does the jurisdiction of the referee end?

A U13 game held in the snow/freezing rain. Coach believes game should not be played due to the age of the players/weather/field conditions. First half gets completed when the referee decides to call the game. Final whistle has blown, players are leaving/have left the field. The coach decides to let the referee know that he felt it was inappropriate to even start the game. Referee red cards the coach for his dissent. Is this allowed?

USSF answer (October 20, 2009):
Only the referee may decide whether a field is playable and whether the game should go on — see Law 5 (The Referee). The coach has no say in the matter. In addition, only the referee knows when the game is over — see Law 7 (Duration of the Game). However, any coach has the option of deciding that, in HIS opinion, the game should not be played and withholding his players from any start or restart.  As a result, the referee would have no option but to abandon the match due to one or both teams having an insufficient number of players on the field.  The coach, of course, runs the risk of the competition authority deciding that he was wrong and awarding a forfeit to the opposing team.

Coaches are never punished for dissent. If coaches perform what would be considered as dissent in a player, they are expelled for behaving irresponsibly. That is, unless the rules of the competition provide for showing the card to a team official.…

GETTING TEN YARDS

Question:
At a free kick when managing the wall for a ceremonial free kick, should the referee pace off the 10 yds or just determine where the 10 yds are and set the wall there? I had been told that the best way was to just determine where 10 yds is and set the wall there (if players were pushing the issue 10 yds could grow). Had a young ref who went to regionals and was told that he should pace off the 10 yds.

Could not find this addressed in the ussf procedures guide.

USSF answer (October 5, 2009):
We had thought this would have been covered in the entry-level referee course.

There are numerous ways to get the ten yards. Each referee must determine which works best for the particular situation. Here are some of the ways to get the correct minimum distance at a free kick — if the kicking team does not make it quite clear that it wants to take a quick free kick.

1. Learn how far ten yards is — radius of the center circle, radius of the penalty arc — and keep it in your mind, asking the players to move back the distance you have determined is correct.
2. Be the “first brick in the wall,” getting there (without walking it off) and instructing the players to be no nearer than your position to the ball.

Under no circumstances may the referee deliberately require the defending team to retire more than the mandatory minimum distance of ten yards. However, ten yards is where the referee says it is (in his or her judgment).…

REFEREE WITH HEARING PROBLEM

Question:
My 15 year old son has been a soccer referee for many years. He hasn’t noticed this before, but last night came home after reffing two games and noticed his ears felt blocked and his hearing was fuzzy. He is still experiencing ear discomfort, and is supposed to ref many games at a tournament this weekend.

I am very concerned that he sustained some noise induced ear damage. As a parent I’ve been concerned for years with the loud whistle blowing at all games/sports. A ref, however is exposed to these loud whistle blasts continuously and it is closer to his ears than all the players!

He does not want to wear earplugs as he says none of the other referees do. He also says it will interfere with his reffing, and his ability to hear properly. I’m much more concerned that this part-time job could cause permanent hearing damage/loss.

My question is: what kind of ear protection do referees who are concerned about noise induced damage from whistles use? I hope I don’t hear that the majority of referees don’t wear ear protection. It is definitely something all referees should be aware of and concerned with.

USSF answer (October 5, 2009):
In our considerable and lengthy experience in soccer, we are unaware of any other referees who suffer from ear problems caused by exposure to their own or others’ whistles nor any who wear ear protection devices — though they may well exist. Your son sounds like a referee we would like to see continue in the game. We suggest that you take this matter up with an otologist or other ENT-qualified physician.…

PERSONAL SAFETY TRUMPS ANY RESTART

Question:
While the center Ref was setting up for a free kick and trying to control arguing players on the field after a red card was issued, I was the AR and dealing with the entire side lines as a result from the red card. I had tried to get the center Refs attention because the coach was approaching me in a manor that was fairly threatening and due to the overwhelming number of participants I couldn’t help but feel a bit unsafe. As I tried to explain my point of view to the coach he continued to scream over my explanation at the top of his lungs and plowed towards me on several occasions while several of the other assitant coaches literally held him back. During this time I was trying to signal to the Center Ref that it was time for this coach to be ejected. As I continued signaling, the Center was still preparing to set up the free kick from the red card. As the coaches and players were moving away from me on my side line I continued to demand that everyone was to clear my side of the halfline in an attempt to control the situation from getting further out of hand. At this time I stepped on to the pitch, rolled up my flag and held it between my legs with my hand patting my pocket. The Center Ref was still not responding, I started to yell his name and whistle out loud as I was a bit frustrated that he wasn’t hearing me. This all happened during an approximate window of about 70- 75 secs. During this time I realized I was out of luck in getting his attention and found my self well out of position to judge the free kick at the goal line. Even some of the players which were on the field had been distracted by the commotion from the side lines coach. The Center Ref blew his whistle and the free kick was taken, a goal was scored. The Center Ref then responded to what was going on and met me midway on the field. He had asked me what happened and I said that the coach was acting out in a threatening manor towards me and asked if he could take him out of the game, he did, issuing a red card (coach was ejected). Then he asked if I was on the field during the kick, I told him yes, he asked me what I thought about the goal, if it should stand or not. I then gave my opinion but left it up to him to decide.

Since I was on the field near the 40 yard line and not in a position to clarify that the keeper had not been fouled or distracted in any way during the free kick, I didn’t feel it would be fair to the defending players being that the players on the field may have been distracted by their coaches actions on the side lines”. Of course, I did realize I was in a bad position and that I should have waited before stepping on to the field, but under the circumstances at the time of the incident and the way it played out, I was sort of reacting to feeling threatened and needed help in dealing with a very hostile situation. I’ve reffed more then a few soccer matches over the past 6 years up to this game and I have dealt with a good share of yelling, complaining and such but this was not something that any ref should have to deal with. My feeling was to withdraw my self from the game or deal with it in the best way I could at the time.

Over all, the Center Ref made the final call in re-doing the free kick and denying the goal.

USSF answer (October 2, 2009):
First of all, your safety is paramount — certainly more important that any restart — and so you should have immediately moved into the field right up to the referee to make him aware of the threats against a member of the officiating team. Second, no referee should be so focused on what is going on in his immediate area that he is oblivious to near riotous uproars taking place along the sideline centered around one of the members of his officiating team. Third, what was the other AR doing in all this, picking daisies?

What happened with the free kick was, is, and will always be irrelevant to (a) the occurrence of general disorder and/or (b) danger directed at an official.…
