INCONSIDERATE REFEREES

Question:
At a U9 girls club game, the field was poorly lined – to stand over the line you could not see them. If you looked down the line they were vaguely visible.

The goalie blocked the ball from going into the net and went to pick it up. The ball never left the field, it never bounced. The ref gave the kick from the penalty line at the spot where she believed he wanted her to stand.

The ref had his left hand in the air and his right pointed to the ground. The goalie stepped up to that point and the ref then lowered both hands to the ground and the goalie stepped up to the new spot the ref motioned to and the ref called a “hand ball” and gave a direct free kick to the other team. This happened a second time, on the third time the ref told her when to stop.

He was aware of the poor condition of the lining of the fields prior to the start of the game – they were away fields for us. Our loss was 2 – 0 due to those kicks. Is this appealable?

USSF answer (October 23, 2008):
Under 9s; club soccer; lines nearly invisible, with referee fully aware of the inexperience of the players and the conditions of the field; referee gives apparently vague guidance to a goalkeeper who is relying on him for assistance.

We can understand the referee not figuring out the problem the first time, but certainly not a second time. These are Under 9s, not traveling team players and certainly not professionals.

The job of the referee at this level of play, as at every other level, is to call the game correctly, but it is also to function as an instructor of sorts, making certain that the players know at least how and why they messed up. It is clear that the referee’s performance was not up to par.

Unfortunately, it is not a matter for appeal. The decisions of the referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final. No matter that his advice to your goalkeeper was lacking in concern for the good of the game, this is not something that can be successfully appealed. However, something can be done: The matter should be brought to the attention of the local association or the person who assigned the game…

OUTSIDE INTERFERENCE; PAY ATTENTION!

Question:
I actually have two questions-

1- We just recently had a game where the line ref raised his flag for off side on our player and rightfully so; the middle ref did not see it until after the person who was off side had an accidental collision with a player from the other team, no call was made. Once the ref saw that the line ref was holding his flag up for off sides; he blue the whistle.  As the ref was giving the other team a kick for the off sides, there coach ran onto the field and started arguing in the ref face for a reason I do not know.  At that time the Ref tossed the Coach, who walked of the field.  Once the Coach was off the field, a parent of that team came onto the field and did the same thing.

The ref was going to give there team a kick because of off sides, but instead gave our team a kick because of the parent being on the field.  Was this the correct decision?

2- If any member of a team physically harms a player of the opposite team; by clawing them in the arms or scratching whenever they had a chance.  Is a player aloud to let the ref know this is going on; especially if it is leaving visible marks on the player?

USSF answer (October 23, 2008):
1. More inventive refereeing. Once the referee has stopped play for an infringement (in this case the offside), the restart may not be changed, no matter what happens. The coach was expelled for behaving irresponsibly and so was the parent who took his place. While that is behavior that must be included in the referee’s match report, it in no way changes the restart. Correct restart is an indirect free kick against your team for the offside.

2. Well, the player can certainly complain, but the referee cannot act solely on the basis of whatever a player says without corroboration from the referee’s own observation or observation by an assistant referee (or fourth official). But if the referee and assistant referees were actually watching the game there would be no need for it, would there?  In any event, the player should not retaliate, as that might lead to his or her dismissal (red card).…

DROPPED BALLS AND GENTLEMEN’S AGREEMENTS

Question:
I volunteer to referee for a recreational league of players ages 11-13. My question is regarding a dropped ball. One of the red team defenders was injured on the field and I stopped play (the white team had the ball in red’s penalty box). After the player was removed from the field, I did a dropped ball in the center circle (wrongly I know now).

After reading the FIFA laws, I know what the book says, however in every college and professional soccer game I have watched, a dropped ball was in the goal box where the goalie picked it up after the bounce, or in the center circle where the opposing team (the one who didn’t have the ball) kicks it down to the other team willingly.

What I did was talk to the red team and told them to kick it down to the white team and we would start play after the ball was dropped.

Unfortunately, the ball was kicked high and the white goalie caught it on the bounce and carried it into the net. This wasn’t my intent and after speaking with the coaches, the goal was disallowed (both agreed), and I dropped it in front of the white goalie. The complaining came more from the parents.

Keeping in mind that this is a rec league and some kids are still learning, I find the dropped ball to be extremely dangerous. What should my call and subsequent action have been and what is the gentleman’s agreement that should have been followed by the kids regarding a dropped ball?

USSF answer (October 22, 2008):
We congratulate you for volunteering to officiate and, even more, for being serious enough about it to think carefully about these situations and to look for ways to ensure fairness for the players.  We wish more referees would do that! Despite this, however, there are certain things even volunteers must be aware of, regardless of the level of play.

First, referees should not make “gentleman’s agreements” with players. Although the game was founded on the principle that it was played by gentlemen and those who played it would behave accordingly, that went out the door well over a hundred years ago. We do not bargain with players. Instead, we establish rules (beyond those in the Laws of the Game) early on, even for the less-experienced and less-skilled players.

Before dropping the ball — at the place where it was when play was stopped, just as it calls for in the Law — the referee should know who will be present at the drop. If players are too close, or are swinging their legs like pendulums on a clock gone haywire, the referee tells them to be still or to move back or whatever else seems necessary. He or she also reminds them that they cannot play the ball until it hits the ground.

If the referee wants the ball to go to a particular team, in a sense of fairness (as you describe above), he or she engineers the drop so that that particular team gets the ball. The referee cannot order the other team to stay away, but he or she can make a strong suggestion, calling upon that team’s sense of fair play.…

ABUSIVE COACHES REDUX

Question:
I recently participated in a team of referees during a local town tournament. This is my first year as a referee and have learned that every game and every coach is different.

My question follows on the heals of the “Abusive Coaches” question.

Q: As an AR, what authority do I have if during a game I am hearing abusive comments from the coaches (who are standing behind me at their bench) but are not amplified so the CR can hear them. If the AR can hear them, so can the substitute players sitting on the bench. The commits I was hearing were not PG appropriate.

USSF answer (October 20, 2008):
Included in any pregame (particularly if the team includes inexperienced and/or young assistant referees) should be some guidelines on the extent to which the AR is expected to deal with sideline behavior on their own, when to bring the referee into it, and how this is accomplished.

Without making an elaborate show of it, find a way to bring the referee nearer to you and give him or her a brief and precise summary of what has been going on and ask him/her to act on it. If the referee refuses to act, prepare a match report with your input on it for the benefit of both the competition authority and the state referee authorities.…

CARDING A COACH

Question:
I can not find any reference to the reasoning behind this, only references to Law 5 — which do not really address this issue.

Why not (as they do in Water Polo) show a card to a team official or coach? If the Referee is responsible for maintaining control of a game and has the authority to ‘send off’ a team official or coach…why not show the card?

USSF answer (October 15, 2008):
Reasoning? You want reasoning for matters that have been true from time immemorial? Not going to happen.

Law 5 tells us that the referee:

– takes disciplinary action against players guilty of cautionable and sending-off offenses. He is not obliged to take this action immediately but must do so when the ball next goes out of play
– takes action against team officials who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surrounds

This is amplified later in Law 12 as follows:

“The yellow card is used to communicate that a player, substitute or substituted player has been cautioned.

“The red card is used to communicate that a player, substitute or substituted player has been sent off.

“Only a player, substitute or substituted player may be shown the red or yellow card.”

OUTSIDE INFERENCE

Question:
As a USSF Assignor, I frequently observe and mentor new referees especially at the younger ages (U9/U10). On those instances when I am among the spectators, what recommendations do you have for my interaction with gravely disruptive spectators. Would it be reasonable for me to attempt to talk with these spectators or even request that they leave? Does it also matter what I am wearing (usually I wear a USSF Referee logo shirt or jacket)? We did have a situation where an Assessor present actually removed a spectator during a game.

USSF answer (October 15, 2008):
Unless there is a recognized competition (league or tournament) policy on the matter, off-duty referees and any assignors, assessors, instructors, and referee administrators should stay well away from all disruptive spectators at a game. The spectators are the problem of the refereeing crew on the game, the competition authority, and the officials of the two teams, not outsiders. Interference by such outsiders, unless specifically requested by the referee or someone from the competition authority, is unwarranted and unnecessary.…

ABUSIVE COACHES

Question:
I was the center ref for a U12 boys rec league game. The coach for one of the teams has a reputation for being loud and boisterous in general. However, in this game he went “over the top” not necessarily towards the referees (although he did voice his opinion about our calls quite frequently) – but mainly toward his players.

He berated them throughout the game with an extremely loud voice such that everyone on neighboring fields could hear him, and with a tone and a look that communicated disgust and near-hatred for whichever individual player he was yelling at.

I felt very badly for these 10- and 11-year-old kids who were near tears at times because of their coach. The amazing thing is, their team was winning the whole time anyway, and this was a rec league! My question is simply – do I as the ref have any authority during the game when it comes to how the coach is treating his players?

If the answer is no, I’m simply going to request not to ref any more games for this team – I can’t stand to listen to that guy again.

USSF answer (October 15, 2008):
An excellent question and one with which we have dealt several times in the past. Back in December of 2007 we stated [the information has been abridged]:

There is a national trend within the soccer community toward eliminating abuse of young people by any adults. You, as a referee, are certainly empowered to ensure responsible behavior by the team officials. The method chosen would be up to the individual referee.

We can add that, under the Law, any POSITIVE coaching is allowed from the technical area, as long as only one person speaks at a time and then returns to his seat on the bench. As a practical matter, particularly at the youth level, any POSITIVE coaching is allowed. In either case, whether at the level of the least experienced players (and coaches) or at the highest levels, any case in which the coach behaves irresponsibly will result in the coach being dismissed. (Two examples from among many: ranting at the referee, overt participation in deception of the opposing team.)

A coach has no “right” to anything in the game of soccer, other than the right to conduct him-/herself responsibly during the game — from within the technical or bench area — while offering advice to his/her team’s players. A referee who allows coaches or other team officials to parade around the field or shout abuse at players in the guise of instruction, in contravention of the requirements in Law 5 that coaches behave responsibly and that referees not permit anyone other than players to enter the field, should be ashamed.

Coaches are expected to behave responsibly. (See Law 5 and Law 3, IBD 2, the only places in the Laws that team officials are mentioned. [Note: This is from the Laws of 2007/2008.]) The referee’s first line of defense (unless the behavior is REALLY egregious) is to warn the coach who is behaving irresponsibly. This is the equivalent of a caution, but no card is shown. Then, when the behavior persists (as it usually does, because most coaches who behave this way fail to understand that they must change their errant ways), the coach is expelled from the field for failing to behave in a responsible manner. Please note that under the Laws of the Game, no card may be shown; however, showing the card may be a requirement of the rules of the competition.

In all events you should prepare a supplemental game report or letter to the league on the matter. You might also suggest in the report or letter that they send someone to monitor a couple of games. The letter could be written in such a way that says perhaps the coach was having a bad day, but it should suggest that it might be beneficial to the children involved if someone from the league dropped in for a game or two just to make sure.

[In the USSF publication “Advice to Referees on the Laws of the Game” we note [unchanged for 2008/2009]:

5.10 BEHAVIOR OF COACH AND BENCH PERSONNEL
Coaches or other team officials, one at a time, may provide tactical advice to their players, including positive remarks and encouragement.  The referee should only take action against coaches or other team officials for irresponsible behavior or for actions that bring the game into disrepute. A coach or other team official may not be cautioned or sent off nor shown any card; however, at the discretion of the referee, such persons may be warned regarding their behavior or expelled from the field of play and its immediate area. When a coach or other team official is expelled, the referee must include detailed information about such incidents in the match report.

You ask what constitutes responsible behavior. It means that the coach or other team official has not stuck to what their part of the game is, issuing tactical instructions or praise to their players. If they go beyond those bounds, then their behavior is irresponsible. Shouting abuse and heaping derision on players is irresponsible behavior and brings the game into disrepute.

As to what bringing the game into disrepute means in the normal course of the game, this answer of September 7, 2006, should give you all the information you need:
“‘Bringing the game into disrepute’ means doing something that is totally counter the spirit of the game, which is meant to be played fairly and in a sporting manner.  Such acts show a lack of respect for the game, e. g., aggressive attitude, inflammatory behavior, deliberately kicking the ball into one’s own goal or taunting.” it also includes intimidation and arguing with the referee.

We might also add that unless the matter is particularly grave, the referee would usually wait until the next stoppage. However, if the situation is indeed grave — as any case of abuse would be — then stopping the game and drawing attention to the matter is an excellent tool in and of itself. It sends a clear message that the referee is serious about the matter. In such cases, the referee would stop play with the ball in the possession of the abusive coach’s team (if possible), advise the coach or other team official that this behavior is irresponsible and must stop if the coach or other team official wishes to remain in the vicinity of the field. If this warning is not effective, then another stoppage and the expulsion of the coach must follow. No cards, please, unless the rules of the competition require them. Also, do not engage in extended discussions when doing this in any circumstances: State the message and leave.

As long as the coach or other team official does not behave irresponsibly by shouting abusively at the players or attempting to influence the opposing players through shouting false information, there is little restriction on that person’s activities. However, in that regard, we cannot forget the importance of the competitive level of the players as a factor in deciding what is permissible. After all, although there is no formal definition of “tactical instructions,” we have commonly recognized that this would not include choreographing every move, particularly for any match above mid-level youth.…

MECHANICS

Question:
Situation in a adult league game.

Attacking team has one player (A1) in an offside position. At the first look it does not look like the player will be involved in the game, the AR1 waits with the signal.
CR looks at him, sees no signal, play goes on. Player A1 goes for the ball and gets it , AR1 raises the flag CR does not see it. Ball gets directly from A1 taken away by a player of team B.

Team B takes the ball up and runs up the field. AR remains in “flag up”  position, as according to him the player A1 was clearly offside and involved.
AR2  raises his flag also (mirroring the other AR). CR does not react to the signal, as attacking team B goes ahead and scores.

After the scoring of team B, CR “asks” AR 2, which points to AR 1. CR talks with AR 1, gets the information about the offside and decides the goal stands.

Reasoning ” If I had seen the signal I had waived you down anyway, the offside did end in an advantage for team B”.

Can you please let me know if CR reacted right or wrong? For anything else but the offside the situation had been clear, game was interrupted with the foul etc, no goal.
Can you please shed some more light?

USSF answer (October 7, 2008):
The referee’s action was correct, but the explanation was incorrect. The referee cannot apply advantage to an offside situation, but may certainly decide that there is no (longer) an offside situation — which was quite clear in this case after the transfer of possession of the ball to team B.

Furthermore, in the absence of specific instructions to the contrary in the pregame, the AR should have promptly dropped the flag the moment the ball was clearly controlled by the defenders.…

DEALING WITH TEAM OFFICIALS (AGAIN)

Question:
say a coach is showing minimal dissent due to his players being abused. Then the ref comes over and tells him “this is your final warning” and the coach asks “what was my first warning?” and the ref shows a yellow card. Then the coach asks him why he was carded for asking a question and then the ref shows the red card to the coach and he is ejected. Is the referee just in 1. showing a card to a coach and 2. passing out cards for such minor offenses

USSF answer (October 7, 2008):
Unless the rules of your competition require it, there is no reason or legal basis whatsoever to show a card of any color to a coach or other person affiliated with a team who is not a player, a substitute, or a substituted player.

Law 5 tells us that the referee:

– takes disciplinary action against players guilty of cautionable and sending-off offenses. He is not obliged to take this action immediately but must do so when the ball next goes out of play
– takes action against team officials who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surrounds

NOTE: We cannot endorse the referee’s method of dealing with the coach. Coaches, no matter how pushy and obnoxious they may be, are entitled to the same courteous and considerate treatment as the referee would give to any other person.…

DEALING WITH TEAM OFFICIALS

Question:
I was substitute refereeing a U15 game (the other ref couldn’t make it). And during the first half one of the teams coaches was just yelling at me from the sidelines, that I was missing handballs and aggressive pushing (there was a couple I missed but nothing game changing). But at half-time while I was talking to my boss (he was informing me that there are only suppose to be two coaches on a side per team) the “yelling coach” came over and just started criticizing me, my fellow ref, and our local soccer organization. We tried to explain to him that we are just kids so we do not have the ability to see everything, but he just couldn’t stop.

In the process he ended up wasting 15 minutes of halftime and reduced the other ref into tears. We told him that if he has problems he should file a complaint or talk to us after the game. He stepped off the field and sat with the parents the rest of the game.

So my questions are:
Could we have handled it better?
Is it possible to just call the game due to the coach?

and please keep in mind I am only 16 and have been reffing for two seasons.

USSF answer (October 7, 2008):
No ageism here, sir. We treat all referees as equals. Well, maybe not those whose associations put them on two-referee games, which are not allowed under the Laws of the Game. To them we recommend that they either convince their association to use the Diagonal System of Control (one referee and two assistant referees) or find another association that does.

Not forgetting your question, we can state simply that you should have told this “coach” to get back to his team area immediately and not to bother you before, during, or after the game. If he had a problem, he is welcome, as you clearly told him, to submit a report to your association and to the state organization, but he is not welcome to interfere with your work or your break at halftime. If he persists after this notification, then you should use the power granted you by Law 5 and take action against the coach or any other team officials who fail to conduct themselves in a responsible manner. That means that you may, at your discretion, expel them from the field of play and its immediate vicinity.…
